HUBZone Certification: Is Your Business in a Qualifying Zone?

Learn about HUBZone certification benefits, eligibility requirements, and the application process. Find out if your business qualifies for this SBA program.

What Is the HUBZone Program?

The HUBZone (Historically Underutilized Business Zone) program is an SBA certification that gives small businesses in designated areas a competitive advantage in federal contracting. If you are wondering about HUBZone certification benefits and whether your business qualifies, this guide covers everything you need to know: eligibility, the application process, advantages, and how to check your zone status.

The program was created by Congress to stimulate economic development in communities that have historically been left behind. By directing federal contract dollars to businesses in these areas, the government incentivizes job creation and investment in underserved communities.

How to Check If You Are in a HUBZone

The SBA maintains an interactive map tool that shows all designated HUBZone areas. To check your eligibility:

  1. Visit the SBA HUBZone Map
  2. Enter your business address (principal office location)
  3. The map will indicate whether the address falls within a qualified HUBZone
  4. Also check employee home addresses, as 35% must reside in HUBZones

HUBZone designations include:

  • Qualified Census Tracts — areas with high poverty rates or low median incomes
  • Qualified Non-Metropolitan Counties — rural counties meeting economic distress criteria
  • Lands within Indian Reservations
  • Qualified Base Closure Areas — communities near closed military bases
  • Qualified Disaster Areas — areas affected by major disasters (time-limited designation)

Eligibility Requirements

To qualify for HUBZone certification, your business must meet all four criteria:

1. Small Business Status

Your business must qualify as small under the SBA size standards for your primary NAICS code. Size standards vary by industry but are typically based on annual revenue or employee count.

2. Principal Office Location

Your principal office must be located in a designated HUBZone. This is your primary place of business where the greatest number of employees perform their work. A P.O. box does not count.

3. Employee Residency

At least 35% of your employees must reside in a HUBZone. This is one of the most critical and frequently misunderstood requirements. "Reside" means the employee's primary home address is within a designated zone. The employees do not have to work at a HUBZone location, they just have to live in one.

4. Ownership

The business must be at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, a Native Hawaiian organization, or an Indian tribe.

The Application Process

Step 1: Verify Eligibility

Before investing time in the application, verify your zone status using the SBA map tool and confirm your employee residency numbers. These are the most common disqualifiers.

Step 2: Register on SAM.gov

An active SAM.gov registration is required before applying. If you are not registered, start this process first as it takes 2 to 4 weeks.

Step 3: Apply Through Certify.SBA.gov

Submit your application at certify.sba.gov. You will need:

  • Proof of principal office location (lease, deed, or utility bills)
  • Employee roster with home addresses
  • Payroll documentation verifying employee residency
  • Tax returns and financial statements
  • Ownership documentation
  • Articles of incorporation or organization

Step 4: SBA Review

The SBA reviews your application and may conduct a site visit to verify your principal office location and employee information. Processing typically takes 60 to 90 days.

Step 5: Recertification

HUBZone certification requires annual recertification. You must continue to meet all eligibility requirements, including the 35% employee residency threshold, throughout the life of the certification.

Benefits of HUBZone Certification

Competitive HUBZone Set-Asides

Federal agencies can restrict contract competition to HUBZone-certified businesses only. The government has a goal of awarding at least 3% of all federal contract dollars to HUBZone firms, which translates to billions of dollars annually.

Sole-Source Contracts

Contracting officers can award sole-source contracts directly to HUBZone firms:

  • Up to $4.5 million for services
  • Up to $7 million for manufacturing

This eliminates competitive bidding entirely and is the fastest path to contract awards.

10% Price Evaluation Preference

In full and open competition (where all businesses can bid), HUBZone firms receive a 10% price evaluation preference. This means if your bid is within 10% of the lowest non-HUBZone bid, you are treated as if you are the low bidder. This is a significant competitive advantage on price-sensitive contracts.

Stacking with Other Certifications

HUBZone certification can be combined with other set-aside programs. A business can hold HUBZone, 8(a), SDVOSB, and WOSB certifications simultaneously, each opening different pools of set-aside contracts.

Common Challenges

Zone Redesignation

HUBZone boundaries are updated periodically based on census data and economic indicators. An area that qualifies today may lose its designation in the future. If your zone is redesignated, the SBA provides a transition period, but you will eventually need to meet the new map requirements.

Employee Turnover

Maintaining the 35% employee residency threshold can be challenging as employees come and go. Track this metric continuously, not just at recertification time. Hiring employees who live in HUBZones helps maintain compliance.

Site Visit Preparedness

The SBA may visit your principal office without advance notice. Make sure your office is staffed, operational, and clearly your primary place of business. A virtual office or co-working space may not satisfy this requirement.
